Li Baodong, head of the Chinese delegation, said at the seventh meeting of general debate with the United Nations Human Rights Council, that China is the only country to have met the Millennium Development Goals of cutting poverty in half and promoting universal primary education ahead of schedule.

Li Baodong said China uses 1 / 7 of the world's land to feed about 1 / 4 of the world’s population. People's lives have become better-off. After nearly 30 years of reform, China has witnessed rapid economic development; and the population of the country's rural poor has declined from 250 million in 1978 to 21.48 million. Poverty rates have dropped from 30.7 percent to 2.3 percent; and nine-year compulsory education coverage has reached 98%.
