A website designed for the public to apply for China's annual civil servant's examination was overloaded on its first day of operation.
After 8 a.m. on Wednesday, the website, www.mohrss.gov.cn/mohrss/gwy2009, was visited by increasing applicants which crashed the site in the morning.
"Although it resumed to normal, the browsing speed is very slow," an Internet engineer for the website said on Thursday. "Our server was okay, the problem was the visitors were too many for it to deal with."
The Organization Department of the Central Committee of the Communist Party of China and the Ministry of Human Resources and Social Security (MOHRSS) announced the application for the annual exam would be open from Oct. 15 to Oct. 24. The exam will be held on Nov. 30.
The central government is offering about 13,500 jobs in its various departments and branches through the country starting in 2009, about equal to what was offered this year.
According to the ministry, so far a position offered by the Public Security Ministry has become the most wanted with 15 qualified applicants.
As of Wednesday, there had been no qualified applicants for the Ministries of Education, Health and Culture. Last year, a position offered by the Agriculture Ministry attracted 3,592 applicants.
Civil servants positions have become one of the most desired in the country for their stability, sufficient welfare and considerably high social class, making its examination a heated competition for job seekers, including millions of fresh university grads each year.
More than 800,000 applicants are estimated to be sitting for the examination. However, the central government has decided to hire more people who have grassroots working experience through this year's exam.
According to the MOHRSS, at least 50 percent of the positions in central government departments and their provincial-level affiliated organizations are for university grads who have worked at grassroots level for more than two years.
In addition, positions with grassroots government departments below the county level will open for those graduating from university in 2009. Those who apply for positions that require working in remote or poor areas in the country's west, their enrolment will be favored.
Punishment against discipline violation has also been intensified. Those caught violating the rules will be disqualified from attending the exam this year or banned from attending the civil service examination for five years, according to the severity of their actions.
