According to a report from the China Disabled Persons' Federation on November 9, since reform and opening-up, the special education for disabled people in China in its early stages already includes basic education, vocational education, higher education and adult education. The special education system has become an important part of China's education system.
Statistics show that by 2007 the number of special education schools in China providing compulsory education for the disabled rose from 423 in 1986 to 1667. The number of special education classes affiliated with normal schools rose from 556 to 678, and the number of disabled students enrolled in school rose from 47,200 to 413,000. The percentage of children entering school who were blind, deaf or mentally-handicapped reached 80.7%
