Human development in China has made great progress in the past 30 years and the human development index (HDI) is at a record high, approaching the standard of "countries with a high human development index", according to "China Human Development Report" released by the United Nations Development Program (UNDP) on November 16.
But major challenges still exist. The gap in human development between rural and urban areas, coastal developed regions and interior poverty-stricken areas, men and women, and the registered permanent urban and the unregistered urban is still expanding.
"The China Human Development Report 2007/08" suggests that China should accelerate the institutional reform of public services, speed up the establishment of the basic institutions of public services benefiting its 1.3 billion people and promote the equalization of basic public services, providing each citizen with guaranteed and equal basic public services. The suggestion is in line with the new policies recently initiated by the Chinese government to boost economic growth and prevent economic slowdown.
The report indicates that in order to allow the 1.3 billion people to enjoy equal health, education, basic social security and public employment services, overall innovation of institutions and mechanisms is of vital importance. The report believes that the accessibility and equalization of basic public services are important conditions in maintaining sustainable economic growth and continued economic and social prosperity in China.
