About 775,000 people had registered for the civil service exams, Yang Shiqiu, vice minister of the Ministry of Human Resources, disclosed in an interview on November 18.
Yang said that the number of candidates who signed up for the 2009 civil service exams is 130,000 more than in 2008. The central and state organs will recruit for 13,500 new posts this year, with an admissions rate of 17.5%, making the civil service exams one of the most competitive exams in China since reform and opening-up.
Civil service exams are extremely competitive, mainly due to pressures in the employment market.
According to Yang, the main reasons causing this year's fierce competition in civil service exams are:
Firstly, China is facing growing pressure of employment. University students who have graduated after university enrollment was expanded are gradually entering the employment market and the competition for jobs is becoming increasingly fierce.
Secondly, the system of recruiting civil servants through exams allows people the opportunity to compete with one another on equal footing. Thirdly, in recent years the civil service authorities have eased some enrollment restrictions. Except for special posts, there will be no restrictions made based on gender, height, weight, appearance, marital status or graduating institution. Regional residential identification restrictions against obtaining civil employment have also been thrown out.
Fourthly, the position of civil servant has an inherent attractiveness about it. On the one hand, civil servants enjoy a higher professional reputation and social standing, while on the other hand, civil service work is relatively stable with comparatively low professional risk.
