Waif relief system to be established within three years

China's Ministry of Civil Affairs issued the "Standards for Construction of Minor Waif Relief and Protection Centers" on November 24, which will be implemented starting December 1.

In 2007, the Ministry of Civil Affairs and National Development and Reform Commission, jointly formulated the "Plans for the Construction of the Minor Waif Relief and Protection System during the 11th Five-Year Plan Period"and initiated the construction of the protection centers.

During the 11th Five-Year Plan, the central government will inject 700 million yuan of treasury bonds and department-level public welfare funds of the welfare lottery, while local governments will invest 420 million yuan. A minor waif relief and protection system with reasonable arrangement, moderate scale, complete functions, efficient coverage, timely response and conforming to national conditions will be established by 2010.

Over 90% of prefecture-level cities and the county-level cities facing tough tasks will be equipped with relief and protection facilities for minor waifs, and 35,000 new beds for relief and protection will be added, offering relief service for around 500,000 minor waifs each year.
