China's first environmental protection sub-bureau of the public security police was officially established in Kunming, Yunnan Province on November 25.
Its major responsibilities include: enforcement of the criminal laws regarding environmental protection under the administrative jurisdiction of Kunming; offering support to the enforcement of administrative laws conducted by environmental protection departments and, at the same time, preventing and curbing situations, as well as, investigating cases involving violations of the provisions in environmental protection laws that cause serious environmental pollution accidents, leading to grave consequences in the form of heavy losses of public or private property or personnel casualties.
The newly-established Environmental Protection Sub-Bureau of Kunming Municipal Public Security Bureau, under dual leadership of the Kunming Municipal Public Security Bureau and the Kunming Municipal Environmental Protection Bureau, has independent rights for criminal enforcement.
Environmental pollution incidents have occurred in Kunming from time to time in recent years. In order to effectively solve the enforcement problems of environmental protection, including obstruction, resistance, lax implementation and the replacement of punishment with fines, Kunming has decided to set up its first environmental pollution police detachment.
