Seven people were killed after a fire broke out in an apartment building for elderly people in east China's Wenzhou City, Zhejiang Province, early Wednesday morning.

All of the fatalities were seniors with disabilities, including five men and two women, said Wu Jian, head of city's fire brigade.

"Their bodies were found in the same apartment on the second floor of the two-story building, where the fire broke out at 1:35 a.m.," said Wu. "It's such a tragedy as they were too old to escape."

There were no other injuries in the fire, since it did not spread to other rooms before it was controlled ten minutes later, he said.

No one will have to be relocated as damage was contained to one apartment.

The two-story Kuanxin Apartment Building for Aged People is a privately-owned facility under the supervision of the city's civil affairs department. It houses 70 people in 32 rooms.

The city's public security bureau detained Pan Xianglin, owner of the Kuanxin nursing home, for investigation.

Pan, who is from Yongjia county, rented the building and opened the nursing home in 2004.

The nursing home passed the fire control examination by the city's civil affairs department in June, Pan said.

The city government has set up a task force to investigate the cause of the fire and to deal with compensating victims' families.
