Approved by the State Council, the Notice on Adopting Proactive Measures to Ease Corporate Burdens and Stabilize Employment proposes five important measures to help troubled enterprises secure their employees' jobs. The notice was recently issued by the Ministry of Human Resources and Social Security, the Ministry of Finance and the State Administration of Taxation, aiming to stabilize the employment situation by alleviating the burdens on enterprises. The five measures include allowing struggling enterprises to delay payments of social security funds for a certain period of time. The deferment is effective within 2009 with a deferment period of less than six months. The rates of social insurance, namely basic medical, unemployment, work injury and maternity insurance, for urban employees will be lowered for a short period of time, at maximum of 12 months.
