The social assistance system which covers both urban and rural areas has been basically established in China, according to the Ministry of Civil Affairs.
The urban subsistence allowance system is operating steadily. By the end of last November, the number of families that received urban subsistence allowances had reached 10.927 million, and the number of people who benefited from the programme had reached 22.82 million. The average eligibility threshold for subsistence allowance for all urban residents was 208 yuan, and the average monthly subsidy per person was 134 yuan. A mechanism that can dynamically adjust the subsistence allowance standards and the subsidy level was also formed.
The rural subsistence allowance system is being promoted rapidly. In 2008, the rural subsistence allowance system was fully implemented, and by the end of last November, the number of the people that benefited from rural subsistence allowances had reached 39.57 million. The system has been steadily marching toward the goal of"providing subsistence allowances to all people in need of it."
The five-guarantee system in rural areas is being implemented gradually. In 2008, every locality gradually brought all qualified residents with financial difficulties into the system.
The urban and rural medical assistance system was fully implemented. In 2008, the central budget allocated 5.04 billion yuan in subsidies for urban and rural medical assistance, and local governments contributed 4.25 billion yuan. The average amount of the funds raised for each person reached 120 yuan.
