The International Institute for Management Development (IMD) will publish the 2009 global competitiveness report on May 20.

The US is still in the first place scoring 100, surpassing Singapore and Hong Kong which occupies second place. Chinese mainland is in 20th position three places lower than last year. Taiwan slides down to 23rd, its worst record in history.

According the Taiwan Industry and Commerce Times, the IMD pointed out that they would not consider the Economic performance as the only standard instead, how remarkable can countries and their enterprises be in taking advantage of the general capacity to achieve a greater degree of prosperity has become a crucial standard. As a result, the "soft factors" were also considered, including environmental sustainability, quality of life, science and technology development, knowledge level and so on.

There are 329 standards in the report. Two-thirds of them are definitive economic data which mainly refer to the 2008 one as a reference. One third of them are questionnaires of leader's opinions. Finally, they will be collected and integrated into four items including general economic performance, government efficiency, enterprises' business efficiency, and Infrastructure construction.

The competitiveness of many countries has changed on account of the sudden freeze of the global economy, Stephane Garelli, director of the center for international competitiveness in IMD, pointed out. Take Ireland for instance, it took 5th place in 2000, 12th position in 2008, yet slides down to 19th this year.

Therefore besides this annual routine report, they also added the pressure test, the analysis of countries in response to the financial crisis and the capacity to improve competitiveness. The comparison project was mainly based on economic forecasts and opinion assessments this year. Many different results show, for example, Denmark occupies No. 1; Singapore wins the 2nd place; Chinese mainland , 18th; Taiwan, 21st .The US has not exceed the countries in Asia-Pacific.

The investigation shows that the US is still on top which is the same as last year. Hong Kong scored second with 98.1; Singapore scored the third, 95.7; Chinese mainland scored the twentieth, 76.6.Taiwan scored slightly behind by more than 1 point gap; South Korean rises to 27th, four places higher.
