China's unit GDP energy consumption has been down by 3.35 percent year-on-year in the first half of year on the basis of 10.1 percent down within three years, said Ma Liqiang, deputy secretary of National Development and Reform Commission on the world's first low-carbon economy and ecological conference held in Nanchang, Jiangxi Province.
Ma said that the goal of unit of GDP energy consumption decreasing by 20% and the proportion of renewable energy reaching by 10 percent was expected to realize.
Ma pointed out to develop low-carbon economy was an inevitable choice for China's socio-economic development. And to achieve the goals, China has invested a lot of money in energy saving and efficiency, renewable energy development, environment protection and carbon sinks' increase.
In recent years, China has introduced many incentive fiscal policies to improve building energy efficiency standards and to encourage developing public transport and energy-saving environment-friendly vehicles.
At the same time, renewable and new energy's development is strongly supported via many price and tax policies, as well as the development of energy-saving environmental protection and resource comprehensive utilization industries.
Ma Liqiang explained that low-carbon economy referred to use various means to improve the efficiency of energy use, to develop the renewable energy and to reduce greenhouse gas emissions in the process of production, circulation and consumption.
Chinese government has always attached great importance to climate change and made it as the important content in the Scientific Outlook on Development. President Hu Jintao has put forward clearly that China would put addressing climate change into national economic and social development plan and vigorously develop the green economy and recycling economy.
However, Ma also said that as a developing country, China's economic is relatively low and development remains a top priority. In the current stage of development, coal-dominated energy structure, and economic structural contradictions are still prominent, the growth mode is still extensive, and energy efficiency of resource use is still in a low level; energy demands will continue to grow; and to control greenhouse gas emissions is facing tremendous pressure and with many special difficulties.
Developing low-carbon economy to address global climate change is the consensus of most countries, but different countries have different national conditions in different development stages. Their understandings of the meaning of low-carbon economy are also varied.
As a developing country, development remains the most important task, so to develop low-carbon economy can not completely copy the practice of developed countries. In addition, different regions in China will also have different characteristics in the development of low-carbon economy.
The world's first low-carbon economy and ecological conference was held in Nanchang, Jiangxi Province and there are 286 senior managers from 286 of the world 500 strong enterprises and transnational corporations. It is hosted by National Development and Reform Committee, Ministry of Environmental Protection and other ministries, which shows China's attention on the low-carbon economy.
