Xinjiang Uygur Autonomous Region announced today the gradual lifting of restrictions on communications services starting from 12:00 am, which gives residents in Xinjiang limited access to People's Daily Online and Xinhuanet.com.

The government will gradually lift the restrictions on access to other websites and the Internet and resume mobile phone text messaging and international long-distance call services, a circular by the Information Office of the People's Government of Xinjiang Uygur Autonomous Region said.

According to the circular, measures to control Internet, mobile phone text messages and other communication methods have been taken to appease the 7.5 incident and stabilize the society in Urumqi. Facts have proven that the timely and resolute implementation of telecommunication regulations have played a significant role in effectively coping with the 7.5 incident and safeguarding the social stability of the entire region. However, this has also caused much inconvenience in the region's normal production and daily life, but people of various ethnic groups have showed understanding and support to the measures from the perspective of safeguarding social stability.

Given the current overall stable situation and with approval from the central government, the Party committee and People's Government of the Xinjiang Uygur Autonomous Region have determined to gradually resume relevant communication services starting from December 28, 2009, so as to meet the communication needs of economic and social development and to make the daily lives of people of various ethnic groups more convenient.

According to the circular, the lift of communication control will be made step by step. Some communication services will remain unavailable after December 28. The region will gradually and fully resume various types of communication services on the basis of comprehensively taking into account safeguarding Xinjiang's stability and maintaining its economic and social development.
