In January 2000, the Military Commission of the Central Committee of CPC appointed 19 troops as professional emergency troops to take action during floods. Mainly composed of engineers and boat-bridge professional troops, they undertake the task of fighting against floods for seven river basins, nine rivers and two lakes in the whole nation.
After 10 years of development, these troops have become a well-equipped emergency force against floods with excellent performance, professionalism and the ability to quickly respond.
The beginning of August is the time when floods rage in Jilin Province and the fight against floods are in full swing.
The journalist saw groups of officers and soldiers of the Engineer Regiment fighting in the flood front line. They wore a striking red arm badge. The journalist asked one soldier called Li Katai: "What is the meaning of this arm badge?"
He answered with pride, "This is the special sign of professional emergency troops against floods in our army. It is our own sign!"

The Engineer Regiment was appointed to be the professional emergency troop against floods ten years ago to assume the emergency task against floods of the Songhua River, Nenjiang River, the Heilongjiang River and part of Liao River Basin Water.
The floods always come with a sudden. As an emergency troop, the regiment definitely has the ability to deal with the emergency.
In the spring and summer each year, the regiment takes the troop out to the wild to do special training, e.g. terrain transformation training for the fortification unit and targeted training against floods in the main flood season for the boat-bridge unit, in order to improve the practical combat ability of various professional units. Even within the intervals of fighting against floods, the targeted training of the troops is still conducted alternately.
