The fourth China-Europe Senior Forum on Government Management opened Tuesday at the China National School of Administration (CNSA).
The three-day forum on "public sector reform and the improvement of government performance" will cover a number of key issues: from the transformation of the government's function, livelihood issues, public sector reform, government responsibility and implementation capabilities, e–government, and government rule under the law, to government transparency, and effectiveness and efficiency.

"Bilateral trade and sci-tech collaboration, as well as inter-cultural communication, have been fortified. Cultural exchange activities, co-hosted by both sides in recent years, have received a positive response."
Hua also noted that the 4-year China-Europe Public Administration Programme (CEPA), together with the annual Senior Forums, has not only encouraged people to improve government performance, and understand and learn from each other about the reform and innovation of the public service; but has also deepened the China-EU strategic partnership through mutual friendship and confidence.

Then he elaborated on two points from his 30 years of experience in the EU Commission: administration and legislation.
"The key word of modern society is 'complexity'," Abou said. EU membership has increased, but staff scale remains unchanged. Thus, how to improve government performance and adaptability has become increasingly important. Abou asserts that legislation should be closely related to public benefit.
Mr. Bernard Boucault introduced the French experience of public service: a focus on empowerment and sharing responsibilities so that the central government changes its role from a supervisory one to a more cooperative one.
About 400 representatives from the government, the EU, and administration schools will attend the forum.
