Mandelson promises fairness on trade disputes with China |

China-EU reach trade consensus
European Trade Commissioner Peter Mandelson reassured China that he would take into everyone's interests into consideration when dealing with the disputes of imports of shoes and textile products from China.
At the 23rd China-EU Joint Economic and Trade Committee in Beijing on Sept. 25, 2008, the two sides reached a consensus that they would reinforce the existing textile dialogue system to ensure stable development of the textile trade.
China expresses at the Committee its great concern on EU's intensive anti-dumping investigations into Chinese products. The EU makes its commitments on consistency on WTO rules in such cases. The importance of transparency and procedural fairness are highlighted by both parties.
At the press conference in Beijing on Sept. 26, Mr. Mandelson promised that he would be "thorough" in his use of the rules in the case of the anti-dumping measures against Chinese shoes so that a fair, balanced decision can be made. "Everyone's interests both in Europe and China", he said, would be taken into account.
More than half of the EU member states have recently voted against renewing anti-dumping taxes on shoes from China and Viet Nam. Mr. Mandelson recognized that the imposing of the measure had been a controversial and sensitive issue in the EU, China and Viet Nam since the decision was made two years ago. The EU will decide by early October whether the measure should continue.
As regard of the textile trade, Mr. Mandelson noted that the "moderate" growth of China's textile export to the EU need to be maintained. He warned possible counter actions from EU in case of "sudden explosion of export".
Again he stressed that interests of both Chinese and European producers will be taken into account in textile trade. He also promised that the EU would not renew the three year agreement on textile trade reached between China and EU in 2005 in which the EU makes commitments on containing trade safeguard measures in the three years to 2008.
In October 2007, China and EU agreed to implement a "double check" system on eight categories of Chinese textile exports to the EU for the whole year 2008.
