China's Foreign Ministry says that Chinese-African ties should focus on cooperation and mutual benefits, not assistance. This statement comes just days before the fourth ministerial meeting of the Forum on China-Africa Cooperation (FOCAC).

Zhang Ming, secretary-general of the Chinese Follow-up Committee of FOCAC said that "China has provided and will continue to provide assistance to Africa, but it is not only about 'China helps Africa.'"

The two sides will make plans about overall strategy at the fourth ministerial meeting of the Forum on China-Africa Cooperation (FOCAC) to be held in Egypt on November 8th and 9th.

Zhang said the meeting will also review how the consensus of the Beijing Summit of FOCAC has been implemented during the past three years.

During the first FOCAC summit in 2006, President Hu Jintao announced a package of major assistance, investment, trade and other key cooperation projects with Africa in an effort to forge a new type of strategic partnership.
