Hong Kong has been assessed as the world's most free economy for 14 consecutive years. Today, according to the "2008 Global Index of Economic Freedom," co-published by the Heritage Foundation and the Wall Street Journal, among 157 countries and regions around the globe, the economic freedom of Hong Kong ranked first.
The index measures 10 areas of economic freedom including business, trade, finance, investment, and banking; and scores in each are calculated to determine the final results. Hong Kong received the highest score in four areas, which leads to an overall economic freedom index of 90.3 – significantly ahead of Singapore's, which ranked second.
