Government saves over 180 billion in 5 years

The Ministry of Finance has reported that the amount procured by the National Government increased from 100.96 billion yuan in 2002 to 368.1 billion yuan in 2006 – an annual increase of 39.5%. In 2007, it increased to 400 billion yuan. Over the past five years, the government’s rate of procurement fund savings reached 11 percent; and the government accumulated over 180 billion yuan in financial resource savings; and resources are being used more efficiently.

Zhang Tong, assistant to the Finance Minister, pointed out that according to the law, the following sectors have been divided: government procurement management agencies and operating institutions; preliminarily established unified procurement management agencies under the supervision of procurement management agency; and the procurement unit’s implementation of a procurement operation management system. Starting in 2004, the Ministry of Finance has supported government procurement policies for energy-saving products, environmental label products, independently innovated products and the protection of national security information; and has achieved positive results.
