According to a report released by Beijing News on the 4th, NPC deputy and vice-president of the Xi An Aircraft Import and Export Company, Meng Xiangkai, explained that the China Aviation Industry Corporation, I-AVIC, will introduce a legislative proposal for the Big Plane Project to steadily continue the project’s development toward the success of the industry. It was announced that the joint stock company of China's Big Plane Project will be registered and begin business operations in March of this year.
Meng Xiangkai also explained that aircraft industry projects, such as the Big Plane, require long development periods and large research and development investments; hold numerous difficulties and high risks; and require more than 10 years to complete. Therefore, to ensure that the development of the aircraft industry is not interrupted by events such as the election of a new government and that projects such as the Big Plane can steadily develop, it has been suggested that the country establish "The Aircraft Industry Law of the People's Republic of China." The Law places the development of the aircraft industry under the management of the legal system.
The Big Plane generally refers to giant transport planes with an overall weight exceeding 100 tons. This includes planes used by the military, civilian transport, and commercial airliners with more than 150 passenger seats. Currently, in the world, only the United States, four European countries and Russia are capable of manufacturing Big Planes. Airbus in Europe and Boeing in the United States are the only companies in the international market.
