On July 1, according to the Legal Daily, the Internet Society of China has promulgated "SMS Standards" and a "User Handbook on Sending SMS" (Draft) in order to step up efforts against junk SMS.
The Internet Society of China initiated this endeavor and has gathered opinions of big businesses, service providers, industry experts, lawyers, and other parties to pull up a draft of "User Handbook on Sending SMS" and "SMS Service Standards." According to current understanding, the Internet Society has also established the "Anti-Junk SMS Union" in order to further protect user interests and set standards for the SMS market.
The draft of "SMS Standards" gives clear definitions of the terms "junk SMS," "illegal and harmful messages" for the first time: "Junk SMS are messages which are sent to a user without his or her consent and cannot be rejected by the receiver. They mostly include commercial messages sent without the receiver's consent, advertisements, etc." The draft defines illegal and harmful SMS by thirteen traits, including "violating the basic principles of constitutional law," "harming national honor and interests," etc.
