In order to tackle phishing activities using CN domain names and to protect online safety, Anti-phishing Alliance of China (APAC) was founded on July 18, 2008. Its founding members include Chinese banks, securities companies, e-commerce companies, CN registry and registrars, as well as scholars. CNNIC, the registry of .CN, was appointed as the secretariat of APAC.

CNNIC was authorized to accept reportings about phishing sites, to organize an phishing site identification, and to stop its DNS resolution once a phishing-site using CN domain name is identified.

In computing, phishing is an attempt to criminally and fraudulently acquire sensitive information, such as usernames, passwords and credit card details, by masquerading as a trustworthy entity in an electronic communication. Nowadays phishing has become a worldwide plague and it has seriously affected the safety of online financing service, e-commerce, hence consequently impacted the public confidence on the Internet. Therefore, it is urgent to establish a quick solution to alleviate the damage of phishing.

APAC is one of the first industry coalitions to fight against phishing activities in China. Formed by parties who concern about the damage of phishing, APAC is meant to curb this trend on the domain name level and to construct a trustworthy web space. In view of the "short survival, great damage" characteristic of phishing-sites, APAC will coordinate all the aspects and establish a quick solution by using the international experience and routine on anti-phishing for reference.

Initially, APAC's effort will focus on phishing activities on entities which have close connections to public interest, such as securities companies, financial organizations, e-commerce companies and online payment systems.

Present APAC members are: Industrial and Commerce Bank of China, Agricultural Bank of China, Bank of China, China Construction Bank, Huaxia Bank, Everbright Bank, Minsheng Bank, Milky Galaxy Securities, Tencent, Taobao, Alipay, and CN registrars HiChina ZhiCheng Technology Ltd., CE Dongli Technology Group Co.Ltd., Beijing Xin Net Technology Co.
