Governments at all levels should carry out active measures to create beneficial environments of legal system, policies and market for independent innovation of small and medium-sized enterprises (SMEs). Ou Xinqian, vice minister of Industry and Information Technology, said on the 5th China International Small and Medium Enterprises Fair on Sept.22, 2008.
He said to coordinate with high qualified and sustainable development of SMEs, governments at all levels should complete relevant policies, increase capital investment and take advantage of various resources.
It is said 99.8% of China's enterprises are SMEs; the total value of their products and services accounts for 60% of China's GDP. SMEs generate 50% of taxes and provide more than 75% of jobs in cities. In addition, SMEs have finished 65% of patents, more than 75% of technological innovation and more than 80% of new products' development in China.
