China was the most frequent subject of the new anti-dumping investigations launched during the second half of 2008, according to a WTO Secretariat report.

The report also indicated that both the number of initiations of new anti-dumping investigations and application of new anti-dumping measures had increased globally during that period.

Of the 120 new investigations from July 1 to December 31 last year, 34 were directed at China exports. The figures are 103 and 40 respectively in the same period of 2007.

The European Union is under 14 investigations launched by its trading partners and was the second most-targeted trader in those 120 cases.

The two are also the most frequent subjects of new measures in the second half of 2008. This reflects the results of investigations mainly in 2007 as it would take a year and a half before final measures can be implemented.

Out of the 81 new measures applied during July to December last year, 37 were used on China while five were on the European Union and Indonesia.

The 81 new measures were reported by 11 WTO members, compared with 56 new measures by 14 members for the same period of 2007.

India launched 42 new investigations during the second half of 2008, the highest number among the WTO members, followed by Brazil and China.

The United States reported the highest number of applications of new measures. Its 21 new measures was a significant increase over the two measures reported for the second half of 2007. India and Turkey were in the second and third place respectively.

The most affected products in the new investigations in the second half of 2008 are the base metal, chemical and textiles. The most affected sectors in the new measures in that period were the chemicals, base metals, plastics and rubber.

According to statistics of the Ministry of Commerce of China, 21 countries and regions launched 93 trade remedy investigations on Chinese products with a total value of some 6.1 billion USD for the whole year of 2008. The highest number of initiation was from India (17 cases), followed by the US (15) and Brazil (8).

India continued to be the trader launching most investigations into Chinese products for the first quarter of 2009. China's Commerce Ministry announced data showing that India begun eight trade remedy investigations into China exports during that period, followed by Argentina and Peru.

Trade remedy investigations include investigations on anti-dumping, countervailing, safeguard and special safeguard.
