Philippine President Gloria Macapagal-Arroyo on Tuesday vowed to crush the terrorist movement, with the Human Security Act or the anti-terrorism law set to take effect on July 15. Speaking at the 60th anniversary of the Philippine Air Force at the Villamor Airbase in Pasay City, President Arroyo also expressed confidence that the law would make counter-terrorism cooperation in Southeast Asia "more effective." "The Human Security Act shall be the basis of more effective anti-terrorism measures that will not only crush the terrorist movement in the country, keeping away from our shores, and also make us more effective in fighting terrorism together with our ASEAN brothers," she said. On Monday, acting Defense Secretary Norberto Gonzales said the extremist groups Abu Sayyaf and Rajah Solaiman Movement could be in the government's terror list to mirror their inclusion in the terror lists of other countries. The New People's Army (NPA) could also be included in the terror list unless the NPA declares a cease-fire, a precondition demanded by the government for the resumption of formal peace negotiations that have been stalled since August 2004, Gonzales said.
