Yuri Luzhkov was sworn into office as the Moscow mayor for a fifth term on Friday to extend his prefecture to 19 years.

Russian President Vladimir Putin, who nominated Luzhkov for the mayoral post, told the inauguration ceremony that Moscow had become

"one of the largest, best and most prosperous cities in Europe."

"We are proud of our capital," Putin said at the ceremony.

"The Moscow mayor and the city''s administration have been paying great attention to veterans, housing construction and medicine. All this is exceedingly important, especially after the economically and socially hard years in the early 1990s," Putin said.

"Moscow and the country as a whole are reviving," he said.

The candidature of 70-year-old Luzhkov, who was nominated to the mayoral post by Putin, was approved on June 27 in a vote of 32 to three held behind closed doors in the Moscow city parliament.

As is required under Russian law, Luzhkov announced he was dismissing the city government and asked its members to stay on as acting ministers until a new cabinet is formed.
