Moscow mayor Luzhkov sworn in for fifth term (2) |

Luzhkov was first appointed as Moscow mayor in 1992 by then-President Boris Yeltsin, replacing Gavriil Popov who resigned. Luzhkov soon gained recognition and respect of Moscovites, which helped him retain the job in the elections of 1996, 1999 and 2003. Repeatedly accused of corruption and known for his outspoken anti-homosexual stance, Luzhkov was credited with an economic boom in Moscow, a city with an annual budget of 700 billion rubles (27 billion U.S. dollars).
