Palestinian Islamic Resistance Movement (Hamas) rejected on Wednesday President Mahmoud Abbas' call for holding early presidential and legislative elections.

"President Abu Mazen (Abbas) doesn't possess any law that authorizes him to dissolve the Palestinian Legislative Council ( PLC)," Sami Abu Zuhri, Hamas movement's spokesman in Gaza told reporters.

Abu Zuhri made the remarks in response to Abbas' speech at the opening of a two-day meeting of Palestine Liberation Organization (PLO) central council in Ramallah.

"The legislative council is the master of itself and the president doesn't have any law to dissolve it. Abbas can issue whatever decrees he likes, but his decrees would only remains ink on papers," said Abu Zuhri.

"By presenting a speech like that, Abbas had badly harmed himself and proved that he has a shaky character," he slammed.

Asked about Abbas' call to rebuild the PLO, Abu Zuhri said " this organization (PLO) and all its establishments are illegal institutions, and it doesn't have the right to make decisions related to the Palestinian people."

When addressing the PLO central council earlier, Abbas had strongly attacked Hamas movement, which had militarily took control of all security establishments in the Gaza Strip including Abbas home and office.

Abbas accused Hamas of aborting Mecca agreement reached between rival Fatah and Hamas in February in Saudi Arabia, which led to the formation of a national unity government on March 17.

"It is not Hamas which aborted Mecca deal, it is Abbas who did so because he led a coup on the legal national unity government formed after the deal was reached," said Abu Zuhri.

The PLO central council is set to discuss holding early elections in the Palestinian territories, Abbas said earlier at a joint news conference held in Ramallah with European Union (EU) Foreign Policy Chief Javier Solana who is on a tour to Israel and the Palestinian territories.

"The question of holding early presidential and legislative elections is an issue to be considered by the central council of the PLO, which is the highest reference to the Palestinian National Authority (PNA)," Abbas said.

"When PLO central council made their decisions, issuing powerful and legal decrees would be the competence of the president," Abbas said, adding "such powerful and legal decrees are to be issued soon."
