U.S. Deputy Secretary of State Thomas Shannon said on Wednesday that if Guatemala's legislature does not approve the International Commission Against Impunity in Guatemala, the U.S. will consider reducing aid to the country. According to news reaching here, the measure will promote the investigation and dismantling of clandestine security forces which operate alongside government forces. Specialists named by the United States would make up the Commission, which would work alongside Guatemala's prosecutors. A large opposition bloc has halted the measure in Guatemala's legislature. Shannon, who ends an official visit to Guatemala on Wednesday, has met with Guatemalan President Oscar Berger and Vice President Eduardo Stein. During the talks, Shannon said that some U.S. Congressmen were considering slashing Guatemala's military and security aid if the measure is not adopted.
