A series of tremors have rocked the East African countries since a strong earthquake, measuring 6.0 on the Richter scale, which hit the northern Tanzanian town of Arusha, struck the area around Lake Natron on Tuesday last week. In Kampala, Geology specialists asserted that Uganda was in a safe zone, even though the country experienced an earthquake last month and last week. The tremors, which also hit parts of Kenya, appeared milder but created more fear. The Golden Spear initiative was started in 2000 by the United States Central Command (USCENTCOM) as a forum to discuss security issues with ministerial and military leadership in the region. The concept expanded to include discussions on topics of immediate concern to all regional response to disasters.
Member states also launched Regional Disaster Management Center of Excellence (RDMCOE) in Nairobi, Kenya in August 2005 to strengthen regional capacity for disaster mitigation, preparedness and response, reduce disaster and their impact through enhanced regional capacity and cooperation and boost disaster management capacity for sustainable regional development.
The Golden Spear countries include Burundi, Djibouti, Egypt, Kenya, Rwanda, Seychelles, Tanzania, Uganda, Eritrea, Ethiopia and the Democratic Republic of Congo.
