UN envoy Martti Ahtisaari presented in March a proposal recommending internationally supervised independence for Kosovo. The proposal received strong support from the United States, most EU countries as well as Kosovo''s authorities, but was rejected by Serbia and its traditional ally Russia. After the suspension of UN Security Council consultations on a new resolution on Kosovo, the Contact Group takes over the responsibility for the process, with the intention to organize a new round of negotiations for 120 days between Belgrade and Pristina, but without any pre-determined moves after the negotiations are completed.
The future Contact Group moves will be based on the latest draft resolution on Kosovo submitted by the United States and the European Union, De la Sabliere said.
"Serbia is ready for new negotiations and the Serbian government strongly insists that new negotiations be conducted under the mandate of the Security Council, since only the Security Council, in accordance with the Resolution 1244, has the mandate to deal with resolving the issue of the regulation of the southern Serbian province," said Kostunica.
