He is also allowed to convene an extraordinary session of the parliament to adopt the organic law.
The ruling Tiko i Madagasikara (TIM), or I Love Madagascar party, was in majority in the parliament with the other parties forming the opposition.
Terms will be over for most of National Assembly members at the end of the year.
Madagascar is a republic with a pluralist, democratic constitution approved by a national referendum in 1992. Power is concentrated at four levels: the presidency, the national assembly, the senate and local and regional authorities. The National Assembly consists of 160 representatives elected by direct vote every five years. The last election was held in December 2002.
