Foreign ministers of the European Union (EU) started their two-day meeting here Monday morning with the new EU treaty and the status of Kosovo high on the agenda. During Monday''s discussions, the ministers will examine the first draft of the new reform treaty, which is designed to replace the defunct EU constitution rejected by Dutch and French voters two years ago. Around noon, the EU''s Portuguese presidency will announce the opening of the intergovernmental conference (IGC), whose mandate was decided by the June EU summit, to discuss the text of the reform treaty. The Portuguese presidency hopes the IGC will complete the drafting of the new treaty by mid-October.
The 27-member EU now aims to have adopted the new treaty by the time of European parliamentary elections in June 2009. [1] [2]
