He noted that each of the regional brigades represents the devolution of power by the African Union to regional economic communities that will allow them to deal with peace and security issues affecting their respective sub-regions.

Kibaki said institutional approaches to conflict management at the sub-regional level have proved more promising citing the example of ECOMOG, the peacekeeping force of the Economic Community of West African States (ECOWAS), which intervened successfully in the Liberian conflict.

He challenged the ministers to discuss each conflict zone in its specific context, and to recommend feasible military and diplomatic interventions that are best suited to bring such conflicts to a peaceful resolution.

EASBRIG is chartered with a peace-building and humanitarian mission and could intervene unilaterally in the event of "war crimes, genocide, and crimes against humanity, as well as a serious threat to legitimate order."

Members of the EASBRIG are Kenya, Uganda, Sudan, Rwanda, Mauritius, Madagascar, Eritrea, Ethiopia, Djibouti, Seychelles, Somalia and Tanzania.

The continent has standby brigades in each of the continent''s five regions -- Eastern, Southern, Western, Northern and Central -- and comprises four light infantry battalions, each with 750 personnel and 70 vehicles and a military observer unit with 120 officers.

The AU is expected to harmonize the five regional brigades to make it easy for troops get deployed to any country faced with conflict or a disaster.
