The Nepali Election Commission has publicized the program for the Constituent Assembly elections scheduled for Nov. 22, 2007, The Kathmandu Post reported on Monday.
According to the daily, it has announced two separate schedules for the first-past-the-post and proportional electoral systems on Sunday.
As per the schedule for the first-past-the-post-system, the candidates will have to file their nominations on Oct. 5.
The commission will publicize the initial list of candidates on Oct. 6. Complaints against the nominations can be filed the following day. The commission will then review the complaints, and publicize the second list of the candidates by Oct. 8.
The candidates can withdraw their nominations on Oct. 9. The commission will then publicize the final list on Oct. 10 and allot the election symbols on Oct. 11.
Similarly, for the proportional electoral system, the political parties must submit an enclosed list of candidates on Sept. 30.
The parties will be notified to correct the enclosed list on Oct. 1, and they will have to submit the amended list on Oct. 8. The enclosed list will be publicized on Oct. 15.
After following a similar process used for the first-past-the- post system, the commission will publicize the final enclosed list of candidates for the proportional electoral system on Nov. 2 and distribute the election symbols on the same day.
Voting for both the elections will take place across the country on Nov. 22.
The commission has informed that vote counting for the first- past-the-post system will not start until all ballot boxes from all the polling booths are collected.
As per the Constituent Assembly elections Act, the commission will declare the candidates elected under the proportional electoral system on the basis of the proportion of the valid votes obtained by the concerned parties after the commission receives the final valid vote counts from across the country.
