The ASEAN Inter-Parliamentary Assembly (AIPA) will establish a caucus as a permanent mechanism to develop initiatives in all areas of common interest towards the harmonization of AIPA legislation.
The task of the caucus would include reviewing the status of implementation of about 400 AIPA resolutions and acting as a permanent mechanism to monitor their implementation, newly- appointed AIPA secretary-general Md Yusoff Md Zain said here on Tuesday.
The caucus would propose, where appropriate, the harmonization of the laws and legislation that would provide the legislative support or back-up for the envisaged ASEAN Community, the Malaysian national news Agency Bernama reported.
It would also create the enabling environment for the eventual transformation of the assembly into an ASEAN Parliament which need not necessarily be modeled along the lines of the European Parliament but which would be unique to ASEAN alone and taking only the best practices of European Parliament, he said.
Speaking at AIPA's committee meeting on political matters, he said membership of the caucus would consist of a core group of 3 members of parliament from each member country, a representative from each special observer countries, the AIPA secretary-general and an official each from the respective AIPA national secretariat.
The AIPA caucus would meet at least 3 times a year and report the outcome, including its recommendations, for the consideration and adoption of the general assembly via the executive committee, he said.
The caucus, meeting on a regular basis, would contribute to the effort to make AIPA a more effective and closely integrated institution, Md Yusoff added.
"The caucus will usher in a new and closer cooperation and integration among the parliaments of AIPA member countries and be the vehicle to strive towards creating the enabling environment for the realization of the ASEAN Parliament," he said.
