The United Nations Electoral Expert Monitoring Team's (EEMT) in its second report submitted to the Nepali government said the security situation has not improved in Nepal since its first visit in June.
The EEMT report was submitted to the Government of Nepal and the Chief Election Commissioner on Aug. 23, 2007 through UN Secretary-General Ban Ki-moon, according to a press release issued by the United Nations Mission in Nepal (UNMIN) on Wednesday,.
The EEMT report strongly encouraged the political parties in the government to issue a joint public statement expressing their unified and firm commitment to the conduct of the Constituent Assembly (CA) election on Nov. 22 as well as to improving the security conditions for the conduct of the elections.
The EEMT stated that establishing an adequate security environment for the Constituent Assembly election would depend on the cooperation among political parties and clear instructions to their activists in the districts. Only this kind of cooperation would result in the creation of peaceful conditions for the poll and positively contribute to the acceptance of results.
The five-member team, appointed by the UN Secretary-General and led by Dr. Rafael Lopez-Pintor, was responsible for assessing the electoral process in Nepal.
The team visited Nepal from July 27 to Aug. 6, 2007 and held discussions with government ministers, district administration officials, members of the Parliament, Election Commission officials, political leaders, members of civil society, security officials and international observer groups.
