Chinese envoy says China's role on Darfur issue "positive"

China has been playing a positive, constructive and unique role in resolving Sudan's Darfur issue, China's special representative for Darfur said on Thursday.

Thanks to the joint efforts of China and the international community, the Sudanese government last November accepted in principle the three-phase plan put forward by former UN secretary-general Kofi Annan, Liu Guijin told a briefing in the Chinese Embassy.

In addition, China also contributed to pushing the UN Security Council to adopt Resolution 1769, which authorized a hybrid international peacekeeping force for Darfur, Liu said.

"It is very fair to say that China has played a very positive and unique role," he said.

China believes that sanctions or embargoes on Sudan will only complicate the Darfur issue, which should rather be resolved through peaceful, political and diplomatic means, he said, adding that China's stance has gained approval from African countries, developing countries and developed countries alike.

China has pledged an aid worth about 12 million U.S. dollars to the Darfur region, which includes not only humanitarian materials such as tents and water barrels, but also generators, transportation and medical equipment, Liu said.

He added that in the coming months, China will send a multifunctional engineering unit comprising 315 Chinese troops to the Darfur region. Their main responsibility is to build roads and bridges and dig wells to prepare for the deployment of the hybrid international forces for Darfur.

Liu refuted charges China is looting the oil resources of Africa, saying that of the total African oil exports last year, only 8.7 percent went to China, while 33 percent went to the United States and 36 percent to Europe.

A former Chinese ambassador to Zimbabwe and South Africa, Liu was appointed as the Chinese government's special representative for Darfur in May. During his stay in Washington, he has met with U.S. Deputy Secretary of State John Negroponte, U.S. special envoy to Darfur Andrew Natsios, and some U.S. Congressmen.
