U.S. President George W. Bush authorized up to 24 million dollars to meet humanitarian needs of refugees from conflicts in Iraq, Lebanon and Sri Lanka, according to a memorandum released by the White House on Monday.

The funds, which would come from the United States Emergency Refugee and Migration Assistance Fund, will be "for the purpose of meeting unexpected and urgent refugee and migration needs," Bush said in the memorandum to Secretary of State Condoleezza Rice.

The funds would address "humanitarian needs resulting from conflicts in Iraq, Lebanon and Sri Lanka," the memorandum said.

The United States has been criticized for its inadequate efforts on Iraqi refugees.
