President of the European Union (EU) parliament Hans Gert Poettering hopes that the new EU treaty -- the reform treaty -- will be signed at the summit of heads of governments in Lisbon later this year and ratified still before the year 2009.

"We badly need the treaty in order to build a strong parliamentarism and strong democracy in Europe," Pottering said in a speech to the 7th international conference on the role of the Catholic church in European integration that started in Polish southern city of Cracow on Friday.

"I also expect that all governments will keep their promises made in Brussels and will confirm their positions at the forthcoming Lisbon summit," Pottering was quoted by Polish PAP news agency.

The two-day meeting is devoted to the EU treaty.

Poettering said he was not concerned over the British and Polish doubts on the Basic Rights Charter. "This will not preclude the treaty from coming into effect," he explained.

During the EU Summit in Brussels in June, EU leaders have decided to replace the stalled European constitution by the reformed EU treaty. The first Inter-Governmental Conference on the new EU treaty was held in Brussels on July 23-24.
