Russia will deliver fuel oil to the Democratic People's Republic of Korea (DPRK) in November, Deputy Foreign Minister Alexander Losyukov said Friday.
"Moscow will meet its commitments and deliver fuel oil," Losyukov said after China announced Friday the six-party talks on the Korean Peninsular nuclear issue will resume in Beijing from Sept. 27 to Sept. 30.
Such assistance "will be given in response to the DPRK's freezing and decommissioning of nuclear sites and disclosure of nuclear programs," he said.
The DPRK, under a joint statement issued at the six-party talks in February 2007, should declare all nuclear programs and disable all existing nuclear facilities in exchange for a total of 1 million tons of heavy fuel oil or equivalent aid, with the initial shipment of 50,000 tons.
Top negotiators to the six party talks agreed in July to provide the DPRK with economic, energy and humanitarian assistance up to the equivalent of 950,000 tons of heavy fuel oil.
China has delivered the first shipment of 50,000 tons of heavy oil aid earlier in September.
The six-party talks, initiated in 2003, involved China, the DPRK, the United States, South Korea, Russia and Japan.
