The two-day eighth Latin American-European Biarritz Forum opened Monday to discuss solutions to social problems.

Politicians, academics, civil society leaders and journalists from Latin America and Europe attended the forum.

Chilean President Michelle Bachelet said at the opening ceremony that her government will find solutions to new social problems faced by the Chilean society.

"We have begun to build a social protection system based on the idea that citizens have rights which the state must guarantee, especially social rights, which cannot be won via market mechanisms," she said.

A meeting of Latin American ex-presidents who are members of the Economic Commission for Latin America and the Caribbean will also be held during the forum.
