Philippine President Gloria Macapagal-Arroyo on Monday said a panel will soon be formed to draft a "roadmap" to establish a federal government by 2012, local media reported.
Speaking at a regional human rights workshop held in Manila, Arroyo revived the call to change the 1987 Constitution to alter the present presidential form of government into a parliamentary system and from a unitary to a federal system, a proposal she first revealed in her 2005 State of the Nation Address but was stalled amid challenges.
The panel will include the secretaries of justice and interior and local government, the Presidential Management Staff, National Economic Development Authority, leaders of local government units, congressmen, and opposition leaders advocating federalism, the Philippine Daily Inquirer said on its website.
The panel will discuss the establishment of super regions, as well as projects which may be included in the national budget for the next year, it said. Source:Xinhua
