Promotion of development and poverty elimination are Spain's policy priorities, visiting Spanish Prime Minister Jose Lius Rodriguez Zapatero said on Sunday.
Addressing a crowd of local people in Uruguay's capital Montevideo, Zapatero said poverty elimination is of vital importance to guaranteeing peace and security in the international community.
Spain attaches importance to promoting development in Latin American countries through official development assistance (ODA), he said.
The Spanish government will continue to press ahead with policies focusing on improving people's livelihood and enhancing social unity, he added.
Zapatero, who arrived here earlier in the day for a one-day visit, met with Uruguay's Vice-President Rodolfo Nin Novoa and Foreign Minister Reinaldo Gargano.
In remarks about the controversial paper mill built on Uruguay's border with Argentina, Zapatero told local media that it needs time and patience to settle the dispute.
