Myanmar's top leader Senior-General Than Shwe on Tuesday called on the country's people to join with the government in implementing a seven-step roadmap to building a democratic state with patriotism, nationalism and union spirit.

Myanmar's roadmap has entered into the third step of drafting a new state constitution in line with the detailed basic principles adopted in the 14-year-long national convention which ended on Sept. 3 and the work of constitution drafting was claimed to have started on Monday.

In his message on the occasion of the 87th anniversary National Day, Than Shwe, Chairman of the State Peace and Development Council, also criticized certain countries which he described as neo-colonialists.

He said that these countries, in their attempts to extend their domination over the targeted small countries, are resorting to various means to interfere in the internal affairs of the small countries, mislead the international community through media into misunderstanding the situations and even use the United Nations and international organizations to put pressure and impose sanctions against the targeted countries.

He called on his country people to safeguard from such dangers with national awareness.

Than Shwe also stressed the need for the country to keep pace with the rapid development of science and technology worldwide and international education level, saying that a 30-year long-term education promotion plan in five-year phases is under implementation to boost the country's education status.

Myanmar's national day was designated 87 years ago when students launched a national movement in a bid to establish a new national education system to replace the British colonial one. The movement partly led to the successful regaining of the country 's independence in 1948.
