U.S. Secretary of State Condoleezza Rice scolded Israel on Monday for its plan to build homes on occupied land and said such a plan would not help build confidence with the Palestinians.

"This is a time that we should be building confidence and this is not something that builds confidence," Rice said.

"I don't want all of that to cloud what I consider to be the very extraordinary and strong commitment of both Prime Minister Olmert and President Abbas to try and end their conflict," Rice said.

According to media reports, Israel is planning to build about 300 new homes on land it annexed from the Palestinians after 1967.The Palestinians have threatened to boycott peace negotiations set to start on Wednesday.

Israel and the Palestinian side agreed to re-launch peace negotiations at a conference hosed by the United States in Annapolis, Maryland late last month.
