Spanish King Juan Carlos called on the public to unify to fight terrorism in his Christmas speech on Monday.
"We need, as soon as possible, a culture of unity that delivers on the commitment of all democrats to definitively bring terrorism to an end," Juan Carlos said.
Spain's Socialist government and the conservative Popular Party opposition have widely differed on how to deal with the Basque separatist group ETA.
Prime Minister Jose Luis Rodriguez Zapatero earlier urged the opposition to back his efforts to talk to ETA, but was rebuffed by the conservatives, who have rejected any such negotiations.
ETA's shooting of two French policemen in early December aroused mass protests against the separatist group, further derailing Zapatero's failed peace process with ETA, and making ETA one of the major issue to be debated by campaigning parties for the next parliamentary election next March.
