The American Foreign Service Association, in a statement released on Tuesday, showed the view of 11,500 U.S. Foreign Service members on Secretary of State Condoleezza Rice was quite divided.
According to the statement, as much as 44 percent of the Foreign Service thought Rice was doing a poor or very poor job in defending their profession.
"The survey reveals deep frustration by our nation's career diplomats with their lack of resources with which to do their jobs," the statement said.
Meanwhile, 18 percent of the Foreign Service said Rice was doing a good or very good job defending their profession, while 38percent said Rice was doing a fair job.
State Department spokesman Sean McCormack defended Rice at Tuesday's briefing.
For example, under Rice's leadership, the State Department budget has increased from 8.2 billion dollars in 2005, to 8.92 billion dollars in 2006, and to 8.99 billion dollars in 2007, McCormack said.
