Russia has prepared a package of measures if Kosovo unilaterally declares independence, a senior diplomat said on Monday.
"These measures are completely in line with the position we have assumed on the issue of Kosovo's independence," RIA news agency quoted special envoy Alexander Botsan-Kharchenko as saying.
"A chance to resume such talks remains, but... it moves closer to zero each day," the senior diplomat told the State Duma international affairs committee.
Kosovo, a Serbian province inhabited by a majority of ethnic Albanians, would declare unilaterally independence as multiple rounds of direct talks, which was mediated by the troika of the EU, Russia and the United States, failed to resolve its future status before the West-set Dec. 10 deadline.
The breakaway region, run by the United Nations, is ready to declare independence in coming days, its leader Hashim Thaci said last Thursday after talks with EU top diplomat Javier Solana.
Russia has stood by Serbia, which prefers that Kosovo enjoys broad autonomy within its territory.
