Israel's Winograd Committee finds faults at all levels at Second Lebanon War

Eliyahu Winograd, chairman of the Israel's Winograd Committee probing into the performance of the government and the army during the Second Lebanon War said on Wednesday that "major faults were found on all levels during the war."

He added that the commission's decision not to assign personal responsibility to any of those mentioned in its final report does not mean they were exonerated of such responsibility.

The final report also concluded that Prime Minister Ehud Olmert made "reasonable" decisions during the war.

It said Olmert did not fail in his handling of a key battle and that his decisions were reasonable.

The committee released a statement including the main points of the report at a press conference starting at around 6:00 p.m. (1600 GMT) at the Jerusalem International Convention Center.
